I am trying to use Poscon for first time but when requesting clearance from ATC, I get the message flight Plan Not held. Any advice would be most appreciated.

Flight plan activation is tied with your Scheduled Time of Departure.
When you file a flight plan, it will have a Dep Time in Zulu time as follows:

Flight plans are sent to ATC server 35 minutes prior to Departure Time. That means in the example above, the flight plan will be available to activate starting 1100Z. If you try to activate before 1100Z, you will get the message "Flight plan not held".

Another reason could be that you are trying to activate the flight plan with the wrong FIR ICAO code.

Please share more details about your flight plan and when you were trying to activate it.
