However, in either case those networks worked from real time METAR data so controllers managed the airspace based on actual weather in near real time, delayed only by METAR update intervals. Yes, ATC will always defer to the real world METAR/TAF report to choose runway/airspace configurations - but the pilots don't necessarily have to be using that weather.
