    There's no ATC at all right now, neither voice nor text.  When it does come, it'll be via voice only, notwithstanding some CPDLC implementation for use while at cruise. 

    As for how soon to expect it, it'll be a bit further down the line.  Making sure the core pilot features are complete and stable will come first.  In the meantime, the radio system works and you can (and should) use it to make CTAF announcements by voice.
