  9. If a controller joins POSCON with previous ATC experience (real world or online) they may jump ahead in academy training to the testing phase. This will ensure the knowledge level exists and no academy training is required. Requirements for testing bypass of academy. Each exam must be assigned and taken separately. There is no one test to bypass all main academy training areas. Final exam for Tower - 80% or higher = May control up to tower (non-restricted) Final exam for Approach - 80% or higher = May control up to approach (non-restricted) Final exam for Enroute - 80% or higher = May control up to Enroute (non-restricted) All applicable Testing Standards found in this section apply. Restricted position certification shall follow all local and division policies.
  10. POSCON offers Academy Training for ATC that mimics real-world policies and procedures. The purpose of the academy(s) is to teach all ATC basics to new controllers with little to no experience outside of their home division. By getting the basics of ATC done in a academy setting, this will ensure network quality of controllers while advancing their ability to get certified on positions locally within their home division. Each academy will have three main training areas that will permit a user to start controlling on the network. Tower Approach Enroute The user has the ability to complete academy training in stages, at their leisure. For example, if a user completes the all the blocks for Tower and graduates from that course, they may start controlling all non-restricted positions within their division authority. Then they may request training for restricted tower positions within that authority. If they wish to work an approach position, they go back to the academy and learn the basics for approach services, graduate, and process repeats. The user also has an option to stay in the academy and complete all three main subject areas. This is a test
  11. Theoretical training can be taught via automated means when possible, or with an instructor. The exact method will be designed into the academy course and will be made clear to the student. Basic policies shall be followed at all times when creating a theoretical training session. Theoretical training shall never exceed 60 minutes in length in one session (block) Knowledge must remain within current block structure (no going ahead) If lesson is with an instructor, detailed notes and progress shall be kept in student's training record If lesson is automated than knowledge check must be completed at end of lesson or block
  12. All testing shall be done through the POSCON Testing Center. The testing center will record the following: Test date / time Number of attempts Name of student Instructor who assigned test or automated via a block/CBT Total number of questions Number of question's answered correctly Number of question's answered incorrectly Final score of test All POSCON test's shall have a minimum passing score of 80%. Student's may attempt any test up to three (3) times. After a 3rd failed attempt the student shall be "locked" out of the academy. A notification is sent to the Division Manager / ATC Lead Instructor for review of student's progress. If review finds student sufficient to resume training, they will resume at last saved progress location. They have one final attempt to pass testing, if failing on the 4th time they will be "locked" out of the academy again. Notification will be sent to Division Manager / ATC Lead Instructor with no option to "reactivate" student. Student has option to appeal failing the academy. They must send in writing an explanation for their performance. Division Manager / ATC Lead Instructor can review student's appeal. If allowed to return to training, the student shall start the academy from the beginning. No saved progress will be honored.

Practical training: Shall never exceed 120 minutes (2 hours) in length for a single course (block) lesson If a session exceeds 120 minutes in length it may at the discretion of the student and instructor Classroom style learning where student's actively participate Student is with an instructor applying practical knowledge / techniques (simulated or network) Record of practical training for review (by either student, and/or staff)
  14. POSCON ATC Academies will use automation to the fullest extent when possible. This will include, but not limited to: CBT's CBT's must be made on PowerPoint (.ppx) and converted to Adobe Captivate with POSCON branding guidelines. All CBT's shall be used / monitored / and tracked via POSCON HQ. Video's Reserved Testing All tests shall be constructed / maintained / scored on the POSCON Testing Center (TBD) Course Blocks All course blocks shall be maintained via the POSCON Academy system. (TBD)
  15. The purpose of the academy blocks is to teach all ATC basics before a new ATC student gets trained for a restricted position. This will consist of a series of "blocks" which will teach the knowledge necessary for the student to apply practically. Each academy on the POSCON network shall prepare the student for the following blocks: Clearance Delivery, Ground and Tower Departure / Approach services Enroute services NOTE: the actual number of blocks can very per academy Director of Training oversees the management and operation off all academies within the POSCON network.

If the desire or need to create a new academy please follow procedure below: Detailed explanation in writing on why such a new academy should exist Course outline and structure Materials need to be already in possession or currently being created Which divisions / FIR's would benefit from this new academy Have at least 3 people ready to start academy instruction Proposal gets sent to Director of Training - [email protected] Once new academy request is received it shall be reviewed by Director of Training for validity. If validity is confirmed and the case can be made for a new academy, the Director of Training shall propose new academy to the following for review / vote Air Operations Director of Operations Managing Director A full vote of 3 in favor shall grant the creation of a new academy.

Academy - centralized training occurring outside of home divisions Block - training modules designed that instead of training concurrently, abilities are trained consecutively CBT - computer based training Practical Training - supervised practical application of previously studied theory (I.E student with instructor) Theoretical Training - study or explanation is based on or uses the ideas and abstract principles that relate to a particular subject, rather than the practical aspects or uses of it.
  19. In order to provide a standard controller training experience across the network, each division is required to select a set of minimum academy training blocks. These can be from any academy throughout the world that may have training which applies to an specific division. Approaching basic training this way will allow the flexibility of certain areas having a hybrid style ATC system. This will apply to any new controller with no experience that requires training. Controller's with previous experience will be required to demonstrate knowledge of academy blocks through automated testing. There will be 3 initial main academy training courses available to choose from. FAA Academy ICAO Academy NATS (UK) Academy Division Manager / ATC Lead Instructor Responsibility Select academy course's from the 3 available Minimum course selection must include basic Tower Control, Approach Control, and Enroute Control Subject to Air Operations / Director of Operations approval Maintain division authorizations of completion of academy courses Division Manager's may delegate minimum academy block criteria to their lead ATC instructor. Example of how a division may select blocks from multiple academy's across the globe. - Nassau uses FAA and ICAO phraseology, they may require blocks 1, 2, and 3 from the FAA academy. While also selecting blocks 1 and 2 from an ICAO academy.
  20. A member of the divisional team will be designated overall responsibility for atc training. This member will hold the position of "ATC Lead Instructor" they must approve all ATC training documentation. Regularly review the standard of training within the division to maintain high standards. Provide updates to the Director of Training, Director of Operations, and Division Manager as appropriate. And support divisional ATC instructors. 1.11 Members of the divisional team "ATC Instructors" will be designated responsibility for ensuring documentation relating to airport operations is correct and up to date. Supporting members with the mutually agreed training sessions.

This member will hold the position of "Pilot Lead Instructor" they must approve all pilot training documentation. Regularly review the standard of training within the division to maintain high standards. Provide updates to the Director of Training, Director of Operations, and Division Manager as appropriate. And support divisional pilot instructors. 1.12 Members of the divisional team "Pilot Instructors" will be designated responsibility for ensuring pilot training documentation is correct and up to date. Supporting members with the mutually agreed pilot training sessions.
