  1. In some cases it may be operationally beneficial to issue early control instructions to a pilot entering Controlled Airspace from Uncontrolled Airspace. If it is deemed to be operationally beneficial, then ATC may issue control instructions via CPDLC or via the appropriate ATC frequency so long as the pilot is within 50 NM of entering the lateral boundary of Controlled Airspace. Per ATC Policy 2.4.0, the pilot can choose to ignore early contact attempts by ATC, thus the pilot can also choose to ignore early CPDLC control instructions as well. However, if the pilot does establish communication with ATC or WILCOs a CPDLC message, then the pilot is responsible for maintaining two-way communication and complying with all additional instructions.
  2. 3o.7.1 Usage. After all other options are exhausted from the Unresponsive Pilots and Non-Compliant Pilots sections, then ATC may utilize the self-help moderation methods available on POSCON. These methods should be utilized in the following order until the problem is rectified: Compliance Timer Report Issue Button NOTE: If the pilot is blatantly violating any POSCON Legal or Member Conduct policy, then ATC should disregard utilizing the Compliance Timer method and move straight to the Report Issue button. 3o.7.2 Compliance Timer. (Still in development) (see Glossary for full definition and functionality) This method may only be utilized if the procedures outlined in Unresponsive Pilots or Non-Compliant Pilots have been accomplished first. ATC should use this self-help moderation method first, before the Report Issue button. Abuse of this self-help moderation method is grounds for removal from the POSCON ATC program. 3o.7.3 Report Issue Button. (located on the Live Map by clicking on any aircraft) In most cases, the Compliance Timer method should be utilized before the Report Issue method. To report the pilot to the POSCON Moderator staff, click the Report Issue button on the Live Map. In your report, make sure to include as much detail as possible and a Moderator will intervene in real-time to ghost, disconnect, or ban the aircraft. Use your best judgement when using these methods. Sometimes a trolling event will require immediate intervention and the POSCON Moderation staff is happy to assist in these situations. Always make sure to document as much as you can while dealing with feedback or moderation issues.
  3. M005 grants the certificate holder the authorization to apply for and receive exemptions and deviations to POSCON policies or aviation regulations. The Manager of AOC may grant Virtual Military Operators exemptions or deviations in accordance with the following procedures. The following text shall be included in the preamble: "The certificate holder is authorized to apply for and receive exemptions and deviations to POSCON policies, aviation regulations, and these operation specifications in accordance with the procedures outlined." In order for a Virtual Military Operator to conduct operations under the provisions of any exemption or deviation, the exemption or deviation must be listed in the respective operation specification. Exemptions and deviations should be annotated within the body of the respective operation specification. Exemptions/deviations should contain: Ops Spec The word "EXEMPTION" or "DEVIATION" as appropriate. A brief description of the exemption/deviation and any conditions or limitations A reference to the rule, regulation, policy for which the emption or deviation applies Expiration date, if applicable Example: M006 DEVIATION: The CEO is authorized to also hold the Chief Pilot position. (Expires: Never)

M034 requires that the Virtual Military Operator create and maintain an internal training program that ensures member pilots: Understand POSCON Policies and authorizations/limitations contained within approved operations specifications Understand ICAO ATC procedures and communications, especially those that relate to military operations Can adequately operate military aircraft in all flight phases and operations File ICAO flight plans as they relate to military operations on POSCON M034 requires the Virtual Military Operator to provide URLs to their training program(s). If those training programs require authentication to access, the Virtual Military Operator must provide the Manager of AOC with a username and password to access those resources. In the preamble, include the following text: "The certificate holder's training program meets the standards of POSCON and is authorized per this operation specification."
  5. M003 authorizes a Virtual Military Operator to use any make, model, and series (M/M/S) of airplanes/aircraft within the arsenal of the military authorities identified in M001. The make, model, and series selected must correlate to an approved ICAO aircraft code contained within the Positive Control Network's ICAO Data - Aircraft database. In contrast to M001, M003 does not identify the Virtual Military Operator's overall authority to conduct a particular kind of operation. Instead, it represents POSCON's approval of the Virtual Military Operator's use of a particular airplane/aircraft in carrying out the kinds of operations that are authorized. The rest of the set of Ops Specs are then put into place to authorize the Virtual Military Operator to conduct specific types of operations in accordance with the authorizations and airplanes/aircraft identified in M001 and M003.

  7. M002 includes definitions of words or phrases specific to the Virtual Military Operator. These definitions are not found in the regulations applicable to the certificate holder, the Policies Glossary, or the Virtual Operators Glossary and should enhance understandings between the Positive Control Network and the Virtual Military Operator. The following text shall be included in the preamble: "Unless otherwise defined in these operations specifications, all words, phrases, definitions, and abbreviations have identical meanings to those used in <insert applicable regulatory compliance>, as amended. Additionally, the definitions listed below are applicable to operations conducted in accordance with these operations specifications." All definitions, abbreviations, acronyms, and terms that are used by the Virtual Military Operator shall be established in a easy to read format. Any addition, revision, removal, or change of terminology shall be agreed upon by both the Virtual Military Operator's Point of Contact and the Manager of Air Operating Certificates.

These operations specifications are issued to the Virtual United States Navy, whose principal base of operation is located at: https://vusn.org The holder of these operations specifications is the holder of Operating Certificate Number VUSN-001 and shall hereafter be referred to as the certificate holder. In addition to the Positive Control Network's policies and standards, the certificate holder shall operate under the United States of America Title 32 and 48 Code of Federal Regulations (CFR) issued and maintained by the United States Department of Defense (DoD). The certificate holder's operations are restricted to the scope of the following military authorities: United States Navy United States Marines The certificate holder shall conduct these kinds of operations in accordance with the specific authorizations, limitations, and procedures in these operations specifications and all appropriate Parts of the CFR. The certificate holder shall only conduct the above operations in airspace controlled by the United States DoD. M001 EXEMPTION: The certificate holder may conduct operations in airspace not controlled by the United States DoD with specific authorization.   10. M001 identifies the Ops Specs holder. The name must be the full name of the Virtual Military Operator. M001 also specifies the kinds of operations authorized, the applicable regulatory and military authority under which the operations are to be conducted. M001 restricts the Virtual Military Operator from conducting military operations outside of airspace controlled by the military authority named in M001 without a specific exemption. M001 also authorizes the use of specific ICAO airline codes and the associated radio telephony.

    This document will act as a way for the publishers (Directors) and contributors to communicate with each other regarding the development of the Pilot Resources repository. It will also act as a way that other contributors can see what sections/documents are actively being worked on. If a contributor wants a new document created, simply add a section to this document requesting that the staff create the new document.
  21. The following outlines the current tasks that need to be completed within the repository: Convert existing Airport Briefings to the new wiki format. NOTE: Any user with the proper access can complete the tasks listed above.
  22. Members who contribute to the Pilot Resources Repository can earn points. Those users who make meaningful contributions to an existing section or add a new section will get a minimum of 25 Quality Points added to their rank per contribution. "Meaningful" is a subjective term and will be determined on a case by case basis by the POSCON Directors. Those users who create full documents with little help from other users will get a minimum of 150 Quality Points added to their rank per document created. If the POSCON staff has to make major edits to your contribution, it will void the points earning potential. Basically, keep your grammar tight and your information correct!
  23. Content that users contribute to this repository must comply with the POSCON Content Guidelines and all other POSCON Policies. Things to keep in mind: Do not post content that you cannot call your own work. Do not post copyrighted material. Once you post your work on POSCON resources, your intellectual property rights will be relinquished to the POSCON, Inc. In other words, if you one day get upset and ask us to remove your work, we are going to tell you to go pound sand. Any abusers of the system (e.g. trolling of the wiki) will be permanently banned from POSCON.
