3o.6.1 Opening Positions. ATC should open the highest unstaffed Position for which they are authorized to control within a given FIR, unless conditions exist that would prevent them from doing so. In addition, the following must be complied with: A Facility primary Position (denoted by an asterisk in the Sign-In/Sign-Out menu) must be staffed prior to opening any secondary Position within the same Facility. An Area primary Position (denoted by an asterisk in the Sign-In/Sign-Out menu) must be staffed prior to opening any secondary Position within the same Area. While not a requirement, consideration must be given to traffic levels and workload. Often times it makes more sense to open the primary Position of a different Facility rather than opening a secondary position of a Facility that already has a the primary Position staffed. Refer to Division SOPs and LOAs for specific guidance on Sectors, Positions, and staffing. 3o.6.2 Combining Positions. Combining is handled automatically by the server. 3o.6.3 Decombining Positions. Decombining is handled automatically by the server.

All ATC members are responsible for their own ATC training unless requested by the member themself. 2.3 All members can expect the following from divisional instructors: To be prepared for the training session by reviewing all relevant SOP and material. To represent the division in a professional manner at all times. To monitor and assess the progress of students on a regular basis. To evaluate efficiently and fairly. To remain current on changes to facility policies, procedures, and SOP. 2.4 All instructors can expect the following from students: To come prepared for the training session. To represent the division in a professional manner at all times. To self-study the required material and prepare any questions you may have. To be courteous and accept critique at all times. To self-evaluate. 2.5 Training sessions are a mutual agreement between both instructor and student. 1-2-1 training is not required however attendance will be monitored and failure to attend a mutal agreed session may result in disciplinary actions to either party.

All ATC members of this division are required to read and understand the "Divisional ATC Training Policy". All members wishing to participate in pilot training are requested to read the "Divisional Pilot Training Policy".

1.8 A member of the divisional team will be designated overall responsibility for events. This member will hold the position of "Lead Event Coordinator" they must approve all organised events utilising a position within the division. An event is defined as any time when advertising is published on the POSCON systems to attract pilots to an airport within the division. Provide updates to the Manager of Events and Division Manager as appropriate. 1.13 Members of the divisional team "Event Coordinators" will be designated responsibility for planning and organising events that utilize at least one position within this division. Create and maintain promotional material to be used. Provide regular updates to the Lead Event Coordinator and Division Manager.

5g.2.1 Authority. Authority to resolve disputes lies with the Manager-in-charge at the dispute level. For example, a dispute within a Sub-Division shall be resolved by the Sub-Division Manager and his/her judgement is final. A dispute within a Division shall be resolved by the Division Manager and his/her judgement is final. 5g.2.2 Conflicts of Interest. If a dispute directly involves the Manager-in-charge, then the dispute may be elevated one level above the dispute level. For example, a dispute that involves a Sub-Division Manager shall be elevated to the Division Manager and his/her judgement is final. A dispute that involves the Division Manager shall be elevated to the respective Air Operations Manager and his/her judgement is final. A dispute that involves the Air Operations Manager shall be elevated to the Director of Operations and his/her judgement is final. 5g.2.3 Disputes Requiring Consensus. In rare cases, there may be certain types of disputes that require consensus of at least three Network Directors before judgement is final. Examples of these types of disputes include: Division Manager removal prior to the end of their term. Deliberate interference in the Division Manager Selection process by Division members. Permanent removal of a Member. Any other dispute that may significantly impact users or undermine POSCON's policies/reputation. The Director of Operations shall report any dispute that meets the above criteria to the Network Directors for disposition.

CPDLC Login. CPDLC LOGON: EBCI Taxi Procedures. TWY S2 and S3 are prohibited to aircraft with wingspan exceeding 36 M. TWY S4 is prohibited to aircraft with wingspan exceeding 20 M if turning right on the RWY towards THR 24. 180° backtrack on RWY 24 by aircraft of more than 20 T is only allowed on the turn pad after the end of RWY 24. Due to safety reasons, no more than two aircraft with wingspan of 24 M or more are allowed simultaneously on RWY 06/24 and TWY S. When an aircraft with wingspan of 36 M or more performs a movement on RWY 06/24, no aircraft are allowed on TWY S and vice versa. Airbus A340-300 taxiing on TWY N shall maintain both outer engines on idle to avoid FOD/stones ingestion due to unprepared TWY shoulders. Airbus A340-300 may be exceptionally allowed on TWY S via S1 and S4 upon prior approval by the airport authority, only with a follow-me car and wingman. Both outer engines shall remain on idle to avoid FOD/stones ingestion due to unprepared TWY shoulders. TWY centreline markings shall strictly be followed by aircraft entering RWY 06 via N1 or N2. Noise Abatement Procedures Please refer to EBCI AD 2.21 NOISE ABATEMENT PROCEDURES VFR Procedures Unless instructed otherwise by Charleroi TWR, pilots shall use the VFR routes established for their benefit and they shall join the visual reporting points used for entering or leaving Charleroi CTR at the specified altitude. All Network policy changes must be reviewed by the Network Directors and approved by the President. All Legal policy changes must be reviewed by the Network Directors and approved by both the President and General Legal Counsel. Major changes to policy content should only be released in Q2 or Q4 of any given year. Major changes policy content may be released during other times of the year so long as those changes can be classified as urgently needed by the President. Minor fixes to spelling, grammar, and indexing may occur at any time.

Communications menus, controls, and data input methods are similar for ATC, FLIGHT INFORMATION, and COMPANY functions. Basic functions are explained here. Command Key Locations Communications command keys are displayed at the bottom of communications pages. Command keys change as appropriate for pages displayed. Each key has a label which changes based on the page displayed and the possible action. Only one label is displayed in a single location for a specific condition on the page. Multifunction Display - Shown with no menu functions active: Selectable menu items (active functions) have white text on a gray background. Inhibited items have cyan text on a black background with a cyan border. Inhibited items cannot be selected. The background color for a selected top level function is green. Selecting ATC, FLIGHT INFORMATION, COMPANY, REVIEW, MANAGER, or NEW MESSAGES selection: — places the appropriate title in the menu heading line — displays the subordinate menu selections for that function in the menu/data area Subordinate menu items which lead to subsequent subordinate menu(s) are followed by three dots (…). Making a selection from the subordinate menu places the title of that function in the menu heading and displays a new subordinate menu or data below. Making a selection from the subordinate menu displays the appropriate title, the menu heading, and the data below. ATC provides ATC logon/status functions and downlink messages to ATC, where available. FLIGHT INFORMATION provides downlink messages that allow Departure Clearance, Oceanic Clearance, Automatic Terminal Information Service (ATIS), Pushback Clearance, Terminal Weather Information for Pilots (TWIP), and Expected Taxi Clearance requests. COMPANY provides for downlink messages to airline facilities and related operational datalink functions. REVIEW displays a list of all transmitted messages, received messages not requiring a response that have been viewed, or received messages with the response already sent. REVIEW is inhibited if there are no listed messages. MANAGER provides the controls for datalink and communications systems in general. NEW MESSAGES displays a list of uplinked messages that have not been displayed or responded to. NEW MESSAGES is inhibited when there are no new messages.
