Eurocontrol has been using these things called FABs, functional airspace blocks, whereby a group of countries (or FIRs within countries, in some cases) work together, a bit like as a division to improve links between them, upgrade to combined and compatible software, decrease costs, coordinate airspace changes and much more. They're generally made up of 2-3 FIRs, so perhaps that might work as a grouping solution for Europe, or else making similar concepts, maybe by grouping what are likely to be higher traffic FIRs with lower ones, so as to encourage these low traffic areas to increase traffic.

What I am about to say is by no means set in stone.

We were thinking that we would group countries by similar training regimes. So for example, if we could use 85% or more of the generic training material from one country in another country, then those two countries would effectively fall under the same division. If the two countries' procedures, methods, phraseology, etc. were significantly different, then we would group them in a different division.

I do like the idea of these FABs though as well. We are going to continue to explore the topic and, as always, opinions are welcome.
