Virtual Operators
1) A014 authorizes a Virtual Operator to fly instrument flight rules (IFR) en route operations in uncontrolled airspace on the Positive Control Network. Other IFR en route authorizations may be found in OpSpecs B031, B034, B035, and B036, as applicable and appropriate.
2) OpSpec B032 prohibits special IFR en route operations in uncontrolled airspace unless the POI approves such operations by issuing A014. IFR operations in uncontrolled airspace are not provided any air traffic control (ATC) separation services. The pilot in command (PIC) is responsible for avoiding obstacles and other air traffic.
1) The Virtual Operator Inspector (VOI) must confirm that the virtual operator has a method or procedure for assuring that any facilities and services that this type of operation depends upon are operational during the periods in which flights are to occur.
2) The Virtual Operator Inspector (VOI) must also confirm that the virtual operator has developed procedures and guidance for his members use while operating in areas of en route operations in uncontrolled airspace.
OpSpecs C064, C080, and/or C081 now authorize special terminal area IFR operations in uncontrolled airspace or at airports without an operating control tower. One or both types of these operations may be authorized.
MSpec A014 authorizes the virtual operator to conduct IFR operations in uncontrolled airspace and at airports without an operating control tower.
